About the Opportunity:
ZipStaff is seeking a Senior IT Business Analyst to support KOALA, the core program system for a state early childhood and child-care regulatory agency in Atlanta. You will be the primary business SME for KOALA—working with Child Care Services, Legal, the agency development team, and vendors on requirements, production support, enhancements, and testing.
What You’ll Do:
- Define KOALA functionality, requirements, and industry standards so they are implemented correctly.
- Serve as primary subject-matter expert for KOALA program operations.
- Coordinate KOALA maintenance and support and represent agency interests with vendors.
- Write detailed business requirements and system documentation.
- Help Child Care Services build user training materials (including screenshots and guidance).
- Develop and execute test plans; support UAT and test-data preparation.
- Participate in KOALA enhancement projects through the full lifecycle (definition through evaluation).
- Fulfill data requests.
- Build working partnerships with internal teams and third-party vendors.
Required Qualifications:
- 8+ years as a Business Analyst or IT Business Analyst supporting enterprise applications.
- Experience writing business requirements and supporting IT project delivery.
- Proficiency with Microsoft Office, Balsamiq, Azure DevOps, and SQL scripting.
- Strong written English (grammar, punctuation, documentation).
- Ability to work with program, legal, and technical stakeholders.
- Self-starter who can work independently and take feedback/editing.
- Ability to work on-site in Atlanta, GA.
- Must be legally authorized to work in the United States without sponsorship now or in the future.
Preferred Qualifications:
- Bachelor’s degree in a related field and 10+ years of relevant experience.
- Prior KOALA or other child-care licensing / early-childhood case-management system experience.
- State or local government application experience.
