Job Title: Business Analyst – Offender Systems Modernization

About the Opportunity
ZipStaff is seeking an experienced Business Analyst to support a large-scale offender information system modernization program for a state public-safety organization in Tallahassee, FL.
You will serve as the primary bridge among a large departmental user base, internal technical teams, and external vendors for a next-generation correctional information management platform. This role combines core requirements and process analysis with post-deployment stabilization, Tier 1/Tier 2 troubleshooting, and field adoption support.
What You’ll Do:
- Act as liaison between the department user base, internal technical teams, and external vendors.
- Analyze operational workflows and evaluate application readiness throughout a phased rollout.
- Translate user friction and field observations into actionable functional requirements.
- Partner with business stakeholders to align platform solutions with departmental strategies.
- Serve as an active project team member across multiple concurrent projects; step into project leadership when required.
- Conduct gap analysis on production issues using field data.
- Perform Tier 1 and Tier 2 troubleshooting to isolate system defects versus user-training issues.
- Partner with vendors to triage defects and prioritize software fixes.
- Champion system adoption with field users and help minimize operational downtime.
- Provide guidance and mentorship to junior team members and field staff.
Required Qualifications:
- Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field, or four (4) years of equivalent work experience.
- Experience eliciting, analyzing, and documenting business processes and functional requirements.
- Ability to map current-state operational workflows and evaluate application readiness.
- Strong diagnostic skills for Tier 1 / Tier 2 support (system defect vs. user error).
- Competency gathering field data and performing operational gap analysis on live systems.
- Skill acting as a central bridge among large user bases, technical teams, and external vendors.
- Ability to translate field observations into actionable requirements for developers.
- Experience working with external vendors to triage defects and prioritize fixes.
- Ability to work across multiple concurrent projects and changing priorities.
- Strong verbal and written communication skills.
- Ability to work 100% on-site in Tallahassee, FL.
- Ability to pass a Level II background check.
- Must be legally authorized to work in the United States without sponsorship now or in the future.
Preferred Qualifications:
- Prior experience on large-scale enterprise system modernization programs.
- Familiarity with phased rollouts and continuous deployment lifecycles.
- Knowledge of public-sector operations or offender management / correctional systems.
- Familiarity with change-management principles and field adoption.
- Working knowledge of Agile, Scrum, or Kanban.
- Hands-on experience with Jira, ServiceNow, Azure DevOps, or similar tools.
- Ability to lead project sub-teams and mentor junior staff.
- BA or support certifications (ECBA, CCBA, ITIL Foundation).
